UN Special Rapporteur permitted to intervene in judicial review of Palestine Action proscription

Head of Civil Litigation Daniel Machover and associate Laura Chapman acted for Professor Ben Saul in his successful application to intervene in the judicial review of the Home Secretary’s decision to proscribe Palestine Action as a terrorist organisation – R (Ammori) v Secretary of State for Home Department.
On 30 July 2025, the Claimant – a co-founder of Palestine Action – was granted permission to challenge the proscription decision on human rights and procedural fairness grounds.
As a result of his successful application, Professor Saul, who is UN Special Rapporteur on Counter-Terrorism and Human Rights, will provide his expert view to the High Court on matters within his UN remit when the full hearing of this judicial review takes place this November.
